Job Description:
We are looking for a Data Analyst with 11 years of experience managing data pertaining to the different medical, nutrition, and financial subsidies managed by the DCAS system.
The Data Analyst will play a critical role to support the work of the Program Administration, Executive Steering Committee, and Stakeholders. Under the aegis of the Chief Data Officer, the Data Analyst is responsible for:
Operational Oversight
- Overseeing the lifecycle of agency data, including defining and implementing policies and procedures for the day-to-day operational and administrative management of systems and data.
- Defining and documenting data and terminology in a relevant glossary.
- Developing and implementing strategies to assess and maintain the quality, integrity, and reliability of data.
- Coordinating cross-agency efforts and decisions to ensure official agency records requirements, privacy, security, and related requirements are met.
- Providing oversight to ensure data issues, needs, and requirements are documented.
Data Quality
- Establishing data-quality metrics and requirements, including defining acceptable values, ranges, and parameters for each data element.
- Collaborating with the DCAS Data Research, Analytics, and Management team to establish procedures for detecting and correcting data-quality issues.
- Engaging in ongoing and detailed evaluation of data quality, identifying anomalies and discrepancies, and implementing corrective measures.
- Coordinating with program teams and Stakeholder Agencies to ensure the quality and integrity of data elements.
- Facilitating the creation of data standards based on business rules, data access security requirements, and legacy data retention.
Privacy, Security, and Risk Management
- Establishing guidelines and protocols to ensure privacy controls are enforced in all processes.
- Compiling retention, archival, and disposal requirements and ensuring compliance with institutional policy and regulations.
- Establishing and implementing data curation practices to ensure the lifespan of data is commensurate with requirements.
- Reviewing agency and interagency data-related work products.
- Coordinating cross-agency efforts to ensure official agency records requirements, privacy, security, and related requirements are met for data.
Policies and Procedures
- Monitoring and analyzing the application of federal, state, and local data requirements, standards, and rules.
- Coordinating efforts with stakeholder agencies to interpret business needs into applications and derive data requirements.
- Presenting findings and recommendations to DCAS leadership, Executive Steering Committee, and other stakeholders regarding recommended changes to improve operating practices, accountability, or transparency.

- Knowledge of statistics and/or research methodology.
- Outstanding analytical and problem-solving abilities.
- Familiarity with business information generation and analysis methods.
- Ability to effectively drive business, culture, and technology change in a dynamic and complex operating environment.
- Gravitas to develop a framework for information and data governance and to embed it in all levels of the business.
- Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, as well as business concepts to technologists.
- Demonstrated knowledge of data structure desired but not essential; information systems/tools, and related software and data management.
- Broad experience desired but not essential in multiple domain areas, such as data warehousing, business intelligence (BI), data governance, and more.
- Preference for candidates with knowledge and experience with government.
Minimum Education/Certification Requirements:
- Bachelor’s degree in Information Technology or related field or equivalent experience.
